Not all products, services or businesses are eligible to obtain Malaysia Halal certification.

 

The following are the list of products, services and businesses that are not eligible for Malaysia Halal certification;

 

  1. non-halal products;
  2. any application with no standard reference/ guideline;
  3. companies that produce and distribute halal and non-halal
  4. products;
  5. usage of similar branding for halal and non-halal products;
  6. product/ food premise which gives negative implication towards religion and social (example: karaoke centre, entertainment centre, drug, cigarette, hair dye, nail polish and others);
  7. natural products which does not involve any processing such as fresh fish, fresh vegetables, fresh egg and the like;
  8. fertilizer and animal feed;
  9. crockery;
  10. paper;
  11. products which use the name or synonymous names with nonhalal products or confusing terms such as ham, bak kut teh, bacon, beer, rum, hotdog, charsiew and the like;
  12. local and imported finished products which are relabeled without undergoing any processes in Malaysia;
  13. kitchen/ food premise/ food catering services which prepare haram cuisine as decreed in Shariah law;
  14. products which are in the early stages of research and

development (R&D);

  1. products that can lead to deviation of aqidah, superstition and deception; and
  2. hotel with kitchen that prepares pork based menu

Halal executive is a Muslim individual appointed by the top management of a company, who is qualified, experienced and competent in relation to the Malaysian Halal certification requirements. The Halal executive is responsible for coordination of Halal ecosystem at the company.

  2. Holds at least Diploma in Halal Management or equivalent, or experienced in Halal management for at least 5 years
  3. Possess Halal certificate from a Halal training provider registered under the JAKIM
  4. Malaysian Citizen (for applicants operating in Malaysia)

No. The appointment of a Halal executive is only compulsory for the following applicants;

 

Food product/beverage/supplement scheme, cosmetics and personal care scheme, pharmaceuticals scheme, and consumer goods scheme from medium and multinational company categories

 

Applicants of the following food premises scheme;

  1. Chain restaurant;
  2. Franchise restaurants;
  3. Hotel (kitchen/restaurant);
  4. Cafeteria operating in food court

(with Central Management)

  1. Catering/Food Catering services/kitchen/ Convention centre /central kitchen (Large categories)

Yes. Non-Muslim workers can work in companies seeking for Halal certification.

 

However, there is a minimum number of Muslim workers required for a company seeking to apply for Malaysian Halal certification.

 

Minimum requirement for Muslim Workers for each certification scheme can be referred to the Manual Procedure for Malaysia Halal Certification (Domestic) 2020.

The Audit of Malaysia Halal certification covers general and special requirements of certification as follows:

  1. Company documentation and profile;
  2. Internal halal control system;
  3. Raw materials/ingredients and processing materials;
  4. Equipment;
  5. Packaging and labelling;
  6. Storage;
  7. Processing;
  8. Transport;
  9. Employees;
  10. Sanitation and premises sanitation system;
  11. Waste management; And
  12. Physical premises.

The Malaysia Halal Management System (MHMS) is an integrated management system developed, implemented and maintained by a company to ensure that the operations, and all products and services offered are in accordance to the requirements of Pensijilan Halal Malaysia. MHMS implementation in an organization is conducted through the Internal Halal Control System (IHCS) or Halal Assurance System (HAS).

Halal Assurance System (HAS) is a set of documents containing official procedures or principles used by a company to ensure that all aspects of business operations are carried out by fulfilling and achieving the objective of maintaining a comprehensive Halal assurance for medium and large industry.

No. The Halal Assurance System (HAS) is only compulsory for the following applicants;

Internal Halal Control System (IHCS) is a set of halal control procedures for a company, consisting of Halal policy, raw material control procedures and reliability procedures as minimal control measures to maintain Halal assurance for micro and small industries.

The classification of business category in Malaysia Halal Certification differs according to the certification scheme applied.

 

Business category for each certification scheme can be referred to the Manual Procedure for Malaysia Halal Certification (Domestic) 2020.
